Vonage and Ooma have services that include up to 60 countries in their monthly costs. These plans probably make the most sense for people who make a lot of international calls to one of the included countries.

However, calls to international cell phones are not typically included in those international calling packages. Calls to cell phones in China are included (not additional) in Ooma and Vonage packages.
