Dial Around Virtual Calling Card Tel3 Has Low Rates to UK Cell Phone
The 12.9¢ rate is good for the first 30 days after signup, then the rate is 15 cents a minute to a UK mobile number.
The rate to UK landlines are much cheaper, only 1.5 cents/minute for the first 30 days, then only 2.5 cents/minute after. (Upon clicking through it will show the landline rate, select “United Kingdom Mobile” from the dropdown to see the rate to a UK cell)

The Tel3 service is a dial around calling card that can be used to make long distance calls from any phone by dialing an access number. Calls charges are deducted from a prepaid balance. The service can be set up to reauthorize a charge when the balance reaches $3 to ensure continuous service.
